Norwester has no lowercase in the usual sense. Type a small letter and you get a small capital, nearly 9 tenths as tall as the full capital, so a word in mixed case comes out as caps and small caps without any OpenType setting to switch on.
Jamie Wilson drew it as a condensed geometric sans and keeps it on his own site at version 1.2. The set is short, 97 characters: capitals, the small caps, figures and a handful of symbols including pound and euro signs. Accented letters are not in it.
He asks, without making it a condition, that people who use it think about giving to the International Justice Mission. A paid Pro version is sold at a separate address.
Set it tall and tight, poster titles or a shop sign or a logotype.
