Dr. Ken Lunde was the project architect on Noto Serif TC, the one who decided what its glyph set holds, and Masataka Hattori and Zachary Quinn Scheuren saw to production.
Adobe built it and Google publishes it as part of Noto, the collection that aims at every modern and ancient language. This member is the modulated, serif design for the Traditional Chinese form of the Han ideographs, the one used for the languages of Taiwan, Hong Kong and Macau, and it arrived on Google Fonts at the end of 2018.
The version on this page holds 20,748 characters in each of 8 weights, Extra Light at 200 up to Black at 900. Japanese kana and Korean hangul are inside too. That matters more than it sounds: a page of Traditional Chinese with a Japanese title quoted in it, or a Korean name, stays in 1 typeface, with no fallback font cutting in halfway down the line and shifting the stroke weight and the baseline.
Our view, for what it is worth, is that the Extra Light and Light are for large titles. Thin strokes in a dense ideograph get lost on a phone screen at text size, so start body copy at Regular and let the Bold and Black carry the headings.
