The name is a tribute. Jeremy Tribby, a designer in San Francisco, named his typeface after John Perry Barlow, the internet pioneer who co-founded the Electronic Frontier Foundation, and the project page asks users to think about donating to the EFF in his memory.
The look comes from the streets of the state. Barlow borrows from the public lettering of California, its car plates, highway signs, buses and trains, and the result is a grotesk with low contrast and corners rounded enough to soften it. Signage is where it feels most at home. It also behaves well in an app, where that slight rounding keeps a dense screen from looking too mechanical.
This page has the Normal width: 9 weights from Thin to Black, every one with an italic, 18 styles. The whole superfamily adds Semi Condensed and Condensed widths on top, 54 styles counting everything.
A few people helped along the way. Nguyễn Hồng Nhung contributed the Vietnamese, Lukas Schneider of Revolver Type donated the LS Cadencer spacing tool, and Dave Crossland and Thomas Phinney gave early feedback.
Small caps and tabular figures are built in, handy for a timetable.
