Danh Hong drew Moul as a traditional Khmer face for the big jobs, headlines and titles, subtitles and banners. Google lists it as display with a serif stroke, and it has been in the library since March 2011, 1 of the early additions.
Khmer is the point of it. The Latin is the basic, unaccented alphabet and sits broad on the line, there so a date or an English word can share a Khmer banner. 1 Regular, 203 characters.
Use it big, on a festival banner or a book title. For running text, pick a Khmer text face.
