Next to the main Myanmar block the font also fills Myanmar Extended-A and Extended-B, 239 characters in all. The same script writes Burmese, Mon and some of the Karen languages, so a Burmese-only font would leave people out.
Myanmar is a Southeast Asian abugida, read left to right by about 40 million people and in use since around 1000 CE. It needs complex text shaping in the software before the letters fall into place.
Noto gives it 9 weights from Thin to Black with even, unmodulated strokes, and a Latin set rides along for mixed text. We would not run long Burmese passages below Regular. The lighter weights are for headings and big signs.
