The README subtitle says the EX stands for Evil Xylophone. Behind the joke is a serious piece of patching: stgiga took the last TrueType release of GNU Unifont, 15.0.06-JP, which has more characters than the standard build, and merged it with Unifont Upper 11.0.01, the last version of the upper planes that would still merge, after stripping out the boxes Unifont uses as placeholders for unassigned code points. Characters from Unifont-JP 16 and 17 were added on top later.
GNU Unifont goes back to 1998 and Roman Czyborra, and Paul Hardy maintains it today. Every glyph is bitmapped, 16 pixels tall, 8 wide for most Western letters and 16 for most CJK, so although it is duospaced it behaves like a monospace in practice. Dozens of people have contributed to it.
Why go to the trouble? stgiga uses it as a terminal and coding font and set its metrics so that editors and terminals which only accept monospaced fonts will load it, which gives 1 font that can show almost anything a log file throws at it. The scripts run from Latin, Arabic and Devanagari to Linear B, Runic, Old Turkic and Mende Kikakui, 65,498 characters in all.
There are builds for odd places too: LVGL for embedded displays, FONTX2 for DOS/V machines, Adafruit_GFX, PostScript Type42 for old printers and a LibreCAD font.
We would not set a heading in it. As a fallback behind a nicer font, it catches characters that almost nothing else on the system can draw.
