James Grieshaber and Eben Sorkin took military stencil lettering as the model for Black Ops One and kept its manner: heavy, low in contrast, semi-geometric, with small gaps cut through the strokes where a stencil needs bridges.
Those gaps are why it needs size. At 14 px they close up and the letters go muddy, so the designers point it at medium and large settings, and a game title or a poster headline is about right.
It has been on Google Fonts since July 2011. A July 2022 update from Sorkin Type widened the language support a good deal, adding Vietnamese, and the project now claims base support for 360 of the 459 Latin-script languages tracked by the Hyperglot database. The letters are wide and black, so a title will not fit in a narrow column. Tracking it out a little helps the cuts read.
